It is right of executive to appoint qualified person to operate govt: Oli tells SC

Prime Minister (PM) KP Sharma Oli has told the Supreme Court (SC) that and formation of the Cabinet is the PM’s prerogative.
“It is not that the PM cannot expand the existing Cabinet, carry out division of responsibilities and hand over responsibility of any ministry to any minister when the (HoR) is dissolved,” PM Oli has argued in the written response to the SC in the petition against Cabinet expansion.
The SC on June 22 had revoked the Cabinet reshuffle by Oli after House dissolution through an and sought written answer him.
Oli has also given for House dissolution claiming that signatures presented by Nepali Congress (NC) President Sher Bahadur Deuba while staking claim for the post of PM within the deadline issued by President Bidya Devi Bhandari were repeated, and reasoned that the House had to be dissolved as it could not a new government.  
“Different situations arise in course of functioning of the country’s executive. It is the right of the PM to appoint a qualified and competent person to carry out those functions,” Oli has argued.
